>> it is really stressful. it is nothing that we can do to stop it. >> good morning, top stories we're following this the bart strike deadline is now just days away, and both sides of the bargaining table appear to still be far apart. a second bart strike is looming as union contracts are set to expire on sunday night sending union workers back to the picket line, and thousands of bay area monday morning. >> we will start out with a live look from golden gate bridge. in it's almost as looking like a postcard outside. in terms of the temperatures it is a chilly start with upper 40's. into the afternoon that will climb into the low 80s. the

temperatures are still between 5 and 10 degrees and where we should be. i will break down your afternoon high, my next report. >> in the midst of what has already been a slow ride on 580 westbound through the alta mott there has been a report of a stalled a big rig that is blocking the right-hand lane. this is adding more the delays. this may become a hot spot. >> a second a bart strike is looming as union contracts are set to expire on sunday night. union workers back to the picket line, leaving hundreds of people stranded. kron fours mike pelton is live at west oakland where negotiations are set to resume today. >> today is a big day in the

negotiations because the union may issue a 72 hour strike. that will allow the impossibility to walk off the job on monday morning curry at today's negotiations are expected to resume at noon today. they stated that no progress was made and although they reached an agreement on several issues, you can see part of the labor unions are leaving late last night. one of the biggest issues is the pay increases. bart is offering a 8% increase. bart and the union are still at odds on health-care and pension. both sides do not even agree on what these proposals adulate mean for workers. they have agreed to meet every day. >> until we make progress,

both the safety and the proposals that the union has which the district has had no response. the economic proposals we unfortunately do not have very good news to report. >> there are very structural changes that need to be made in terms of pension and health-care costs. those need to be made an order for us to continue to run another four years. if >> that was just four days to go to a potential bart strike is in place. we know that both bart and one of the largest labor unions are born to have several press conferences later. union workers are born to rally today at 5:00 p.m.. >> transit officials admit that it is impossible for any transit agency to take on the 400- thousand people who ride bart each weekday.

officials warn traffic in the bay area could be much worse than during the earlier july bart walkout. you can see the back up from the last bart strike that happened during the 4th of july holiday. when many people were on vacation. percent more drivers are expected be on the roads next week if there is another strike. during that bart walkout in early july, san francisco bay ferries carried an average of 18-thousand riders a day. that's triple the riders than on a regular day. this is video from our helicopter partnership with abc 7 news. showing people crowded onto the boats. ferries says it is prepared to put more boats out on the water. they will also add extra trips during the morning and evening commute. >> you can get the latest developments on bart and the strike threat no matter where you go with the new kron 4 news app. it is free and available on just about any mobile

is from, or south korea, where asiana is based. but xie's son purchased his father's round-trip ticket in the united states, making it an exception to the treaty. the july 6 crash left three passengers dead and 180 injured. >> just crossing the wires. n-s-a leaker edward snowden has been granted one year temporary asylum in russia. he has left the moscow airport and entered russia earlier this morning. snowden had been held in the airport since june 23rd since his arrival from hong kong. according to his lawyer. he has been granted one year temporary asylum in russia. the u.s. is charging him with espionage for leaking the existence of nsa surveillance programs.

>> welcome back. poll: californians ok with brown ahead of election, want more state action on climate change sacramento, calif. - a new poll shows that gov. jerry brown has a record high 54 percent approval rating with california voters before he heads into a likely re- election campaign next year. but the poll by the public policy institute of california finds there is less support for the democratic governor when it comes to climate change. only 44 percent of likely voters say they approve of how brown has handled the issue. the governor has not announced that he's running for re-election next year, but he filed campaign finance reports wednesday showing he has more than $10 million in his campaign account, and another $3 million in a ballot measure committee account. the public policy institute's survey is based on interviews with 1,273 likely voters by landline and cellphone from july 9- 13. it has a sampling error

>> welcome back to the kron 4 morning news. >> we are all up waking up itching closer to friday. in fact some of us are already seeing sunshine. let's take a look at the temperatures. it is cooler in the north bay. santa rosa is at 46 degrees. 55 degrees and san jose and 57 degrees out the door in sampras's go. futurecast 4 shows by noon we will see 60's in the bay. we will climb into the 70 degree territory in concord and fairfield. we will see

more in the way of low 80s as with a question to the afternoon. by 8:00 p.m. tonight the clouds will return. i do want take a closer look at afternoon highs. we will start things out in the south bay. campbell will have a high of 82 degrees. the temperatures today will be between five to nine degrees cooler than where we should be. evergreen will be at 82 degrees. >> check out pittsburg at 84 degrees. we will see low 80s and plenty of sunshine in walnut creek. 64 degrees in richmond. san francisco, we have not seen many 70's for the month of july. berkeley will be coming in at 65 degrees. cool conditions, we

will see breaks of sunshine for places like daly city. a quick look at your national highs. we do have a few showers. new york city will have a high of 78 degrees. back during the bay area your extended forecasts, your 7 day around the bay highlights this pattern of morning fog. if the temperatures will continue to be below the seasonal average. the time is 6:17 a.m.. >> we have been watching the ride on interstate 580 as a potential hot spot. there was a stalled been great. it has been cleared from the lane. the traffic is still slow coming out of livermore valley and alta mount pass way into the livermore valley. we would expect to see a better right now the allies have been reopened. this was the only incident of concern. we're looking at a pretty good ride from the bay. the toll plaza is showing a back up in the

center lane and that means that it is mostly affecting the fasttrack customers. your ride to the san mateo bridge highway 92 is still small and it is an element of drive time. here is a ride to the golden gate bridge 1 01 southbound is okay coming from marin county. you are problem free heading north to berlin. >> secretary of state john kerry is hoping to improve u.s. relations with pakistan. he's meeting today in islamabad with newly elected prime minister and pakistan's powerful army chief. topics such as islamic extremism, the war in neighboring afghanistan and pakistani opposition to u.s. drone strikes are expected to dominate the discussion. >> the number of people suffering from a stomach bug has grown to nearly 400 people in 15 states.

federal officials warn it is too early to say if the outbreak is over. the outbreak of the rare parasite "cyclospora" has been traced to pre-packaged salad in iowa and nebraska. but officials have not released the company name who packaged the salad or where the salad was sold. the lack of information has fueled concern from critics who say information about the outbreaks is crucial for consumers. >> fears of e-coli contamination have prompted another major beef recall. the national beef packing company -- based in kansas -- is recalling 50-thousand pounds of ground beef that may be contaminated. it's the company's second recall this summer. so far, no one has gotten sick. the beef was sold to markets, wholesalers and food service distributors around the country, and has the establishment number "208 a" inside the u-s-d-a mark of inspection. >> the time is now 6:19

a.m.. the morning-after pill is now on sale in most pharmacies and grocery stores around the country. starting today, "plan b" will be on shelves instead of behind the counter. for the first time the emergency contraception will also be available to women under 17 without a prescription. the marks the end of a long legal battle to make it more easily available. >> the american red cross is asking for more blood donations during the summer months. the red cross is in need of platelet donors in addition to donors with blood types o- negative, b-negative and a- negative. the organization issued an emergency call for donations in june when they were less than 50-thousand blood and platelet donors. since then, donations have increased 15 percent. northern california blood services needs approximately 300 donors each day. >>

a funeral will be held today for a woman who died in a boating accident on new york's hudson river just two weeks before her wedding. the service for lindsey stewart will be held at the church where she would have been married on aug. 10. stewart died friday night when the powerboat she was in crashed into a barge. her fiance was injured and his best man also was killed. >> an attorney representing san diego's mayor says that the city should foot the

linebed bugs have been confirmed in one of the two goodwill warehouses still shut down in the bay area this morning. exterminators are scheduled to tent and treat the affected area at the san francisco warehouse at 11th and mission. this video shows a pest control inspector and his bed bug sniffing dog leaving the charity's burlingame location after searching the area for several hours. no trace of the bugs found there. the dog got worn out before checking the entire space and another dog will be brought in to finish the job today. people showing up to drop off donations or shop were a little rattled on the news. nearly everything inside the san francisco warehouse is being taken to a landfill. >> sonoma county is upgrading the water supply pipeline to santa rosa to make it more seismically sound. the project includes

installing 2-thousand feet of a 36-inch diameter steel water supply pipeline where the aqueduct crosses rodgers creek fault. the steel pipe will bend in the event of a fault rupture due to a major earthquake. the project is partially funded with a one-point- three million dollar fema hazard mitigation grant. >> san francisco refuse collection and disposal rate for has finalized a 22% rate increase for trash collection. this rate hike will go into effect starting today. the board finalize the approval of a monthly increase of $6.17. that is up from the current rate of $27.91. however, if they households which is to its smaller 20-1 been there rate would decrease to $24.68.

>> the s&p 500 is crossing the 1700 mark for the first time ever. >> i was looking at the numbers and they came in at 327,000, this is the first time that unemployment--any number of under 400,000 is good. we need tomorrows the numbers to create over 250 which would be ideal. we need a strong enough. >> it looks like the adp numbers came on yes. the economy is slow, but it appears to be getting better. >> it is not frozen. you do not want it too hot. it will increase inflation.
